commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
Solicitation number 00-Q-031 is issued as a Request for Quotation
(RFQ). The RFQ document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. This action
is a 100% set-aside for small businesses. The SIC code is 5113,
Industrial and Personal Service Paper, and the small business size
standard is 100 employees. The U.S. Secret Service has a requirement to
purchase a quantity of 3,500 protective equipment bags with an option
to purchase an additional 2,000 units. The successful offeror shall
provide protective equipment bags in accordance with the following
specifications: Gemline Model #2515 or equivalent 15-1/2" x 12" x 3"
portfolio, constructed of 600 D Polyester material, with a horizontal
zippered outside pocket, padded handles at the top, adjustable shoulder
strap, white silk screen on zippered outside pocket side below the
zipper which should be four inches from the top. Silk screen to read in
one-inch letters: TSD -- CBPE. Bags to include 4-1/2" x 2-1/2 " hard
plastic clear luggage tag. Color: 3,250 black and 250 navy blue bags.
The successful offeror shall submit a product sample for the
contracting officers technical representative's (COTR) approval prior
to production. Delivery shall be made within thirty days of written
approval of production sample by the COTR to the following address,
U.S. Secret Service, Technical Security Division, 843 Brightseat Road
(Rear) Landover, Maryland 20785. The Government will make payments via
electronic funds transfer through the Automated Clearinghouse (ACH)
Payment System. The Government intends to award a firm fixed price
contract, to the offeror whose quotation will be the most price
advantageous to the Government. All responsible offerors shall mail
quotes to the U.S. Secret Service, Procurement Division, 950 H Street,
NW Suite 6700, Washington, DC 20001, Attn: Kathleen S. Wilson; no
later than the 12:00 P.M. (noon) Friday, January 21, 2000. Award is
anticipated within fifteen (15) days of receipt of quotes. The
following Federal Acquisition Regulation (FAR) clauses are applicable:
52.212-4 Contract Terms and Conditions -- Commercial Items (May 1999);
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (May 1999). The following
additional clauses cited in 52.212-5 that apply to this acquisition
are: (1) 52.203-6 Restrictions on Subcontractor Sales to the
Government; (11) 52.222-21 Prohibition of Segregated Facilities; (12)
52.222-26 Equal Opportunity; (13) 52.222-35 Affirmative Action for
