to issue a Request for Quotation (RFQ) for developing a preliminary
work breakdown structure and "baseline" cost estimate of a catapult
launch assist system for a NASA-selected small-payload launch vehicle.
The Contractor shall provide technical support and assistance to
develop preliminary catapult launch-assist system interface
requirements with a NASA-selected small-payload launch vehicle. The
Contractor shall initiate preliminary trade studies and cost/benefit
analyses on select launch-assist system components (e.g. steam system,
launchway structure, launch sled and thrust translation methods). This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/LaRC intends to purchase the items from Newport
News Shipbuilding, Inc. under the authority of 10 USC 2304(c)(1).
Newport News Shipbuilding is the only known source with extensive
experience in designing, manufacturing and operating aircraft catapult
systems which have an immediate capability to support transportation
demonstrator programs. The Government intends to acquire a commercial
item using FAR Part 12. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on
January 28, 2000. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. All responsible sources may submit an
offer which shall be considered by the agency. An Ombudsman has been
