C. Reesman, 256-955-3000 The US Army Space and Missile Defense Command
(USASMDC) is planning to award a sole source contract to PEI
Electronics, Inc., to build and demonstrate prime power and power
conditioning subsystems capable of powering a high power Solid State
Laser (SSL) weapon system integrated onto a HMMWV. The purpose of the
contract will be to exploit Hybrid Electric High Mobility Multipurpose
Wheeled Vehicle (HE-HMMWV) demonstrated technology designed,
developed, and integrated by PEI under agreements and contracts with
the US Army Tank-automotive and Armaments Command and the Defense
Advanced Research Project Agency. As noted above, the Government has a
requirement to demonstrate a high power Solid State Laser (SSL) weapon
integrated onto a HMMWV. To successfully power the SSL weapon requires
sufficient prime (electrical) power, power management (or
conditioning), and power control. The only known HMMWV platform with
sufficient on-board power for this requirement is the HE-HMMWV
developed and demonstrated by PEI. This HE-HMMWV has sufficient
electrical burst power available to power the SSL weapon. These
subsystems are required to be capable of supporting a high power SSL
weapon device and to be directly traceable to demonstrated HE-HMMWV
technology. The first set of subsystems must be provided beginning one
year after award. The final set of subsystems are required within 5
years. The government has determined that to award to any other source
would result in substantial duplication of costs not recoverable
through competition. This notice of intent is not a request for
competitive proposals; however, any responses received from interested
sources will be considered by the government. All responses should be
directed to SMDC-CM-AK/Deborah Teague, and must be received within
fifteen (15) days from the date of this notice. A determination by the
government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the government. See
