Global Programs intends to negotiate on a sole source basis with the
American Meteorological Society (AMS) to develop plans for a study of
the future framework of global environmental research to maximize the
development of appropriate national and international policies. A new
framework is needed to support a holistic approach to define the
environmental research agenda. The study will involve a series of
meetings, workshops, and team projects designed to develop findings
and, as appropriate, recommendations for various elements of the
framework. The planning will be undertaken in close coordination with
supporting agencies (National Oceanic and Atmospheric Administration,
National Science Foundation, Department of Energy, Office of Naval
Research and the National Aeronautic and Space Administration). Period
of Performance will be over a six (6) month period. This is a notice
of intent and cannot be considered a solicitation; therefore, no
solicitationpackage exists. Award will be made using simplified
