Civil Engineering firm to provide professional services to prepare
schematic and design development documents for 66 acres of Fort Logan
National Cemetery to provide gravesites and additional improved
facilities. Prime architect/engineer should have a licensed/registered
architect and landscape architect as members of the firm, or team,
with experience in large institutional campuses, recreational
facilities, parks or cemeteries. Scope: Gravesite development will
create approximately 26,400 casket sites (including 13,200 pre-placed
crypts), 7,000 in-ground cremain sites, and 10,000 columbarium niches.
Design efforts include, but are not limited to, site and utility
(surface and subsurface) surveys, boundary surveys, site clearing,
demolition, grading, drainage, fencing, planting, utility distribution
systems, lawn irrigation, roadway systems, walks and parking. The
project also includes construction of a new Administration Building and
renovation of the existing Administration Building to a Public
Information Building. The contract will include a government option for
contract document preparation, construction period services, and site
visits. Applicants must have an established working office within a
100-mile radius of the VA National Cemetery, Fort Logan, Colorado, and
be licensed in the State of Colorado. This proposed acquisition is a
100% small business set-aside concern. Firms must indicate in response
whether they meet the requirements for a small business concern. No
firm will be considered unless an application consisting of a completed
SF 255 and other evidence of experience and capabilities the applicant
considers relevant is received by he VA A/E Evaluation & Program
Support Team (181A) within 30 days of the date of the advertisement. A
current SF 254, representing and differentiating between the personnel
experience and capabilities of all involved offices, must be included
with the application together with current SF 254s for each proposed
consultant's office involved. Applicants will be rated based on the
relevant experience of both the firm(s) and assigned individuals the
applicant's capacity to do the work, record of past performance on VA
work, geographic consideration, and participation of minority-owned
consultants, and demonstrated success in sustainable design including
prescribing the use of recovered materials, achieving waste reduction,
and energy efficiency in design. Award of contract is dependent upon
the availability of funds. This is not a request for a proposal. Note:
the "covenant against contingent fee" clause is applicable to this
