NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Offer (RFO), on a sole source basis to Parsons Infrastructure & Technology Group Inc. (Parsons), for a three month extension with three (3) one-month option periods for a period not to exceed six (6) months to the existing Facilities Engineering and Technical Services (FACETS) Contract NAS5-35160 at GSFC located in Greenbelt, Maryland. The period of performance is to commence on March 1, 2000. This extension will include the following services: architectural, professional engineering and construction management for new facilities, rehabilitation and modifications, and planning/plant engineering support and reliability centered maintenance implementation. The contractor shall furnish all resources including labor, materials, supervision, travel and training necessary for, and incidental to, complete performance of the work required. The work shall include, but is not necessarily limited to: project management, planning services, architectural and engineering services, construction management and inspection, plant engineering and maintenance management, and information resources management. The cumulative knowledge and work experience Parsons gained during performance under the contract in the development of Center projects such as the Center Master Plan, the Information Systems Integration program, the documentation of as-built conditions for the Center buildings and underground infrastructure, Center Funded Program, Construction of Facilities, Replacement of Obsolete Items (Deferred Maintenance), and the Customer Funded Mod and Rehabilitation Program, makes them uniquely qualified and capable of maintaining these critical services while the follow-on solicitation RFP5-01271-109 is being competed. This knowledge includes a total understanding of Center facilities management procedures and processes. In addition, it is not feasible or cost efficient to train a new contractor for the short term of this extension. This procurement is authorized under (FAR) 6.302-1, 10 U.S.C. 2304(c)(1) only one responsible source.
