This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is DAAE07-00-R-L511. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-46, dated 17 Mar 97. The requirement is for a three-dimensional (3D) audio equipment/system which allows the user of the system to hear headphone produced audio signals with three-dimensional (3D)audio characteristics. The system required is a patented Focal Point SoniCom AL-316 auditory localizer. No options will be included. The audio system is for TACOM, AMSTA-TR-R, Warren, MI and the items are required by April 10, 2000. FOB Destination will apply. Provisions at FAR 52.212-1, Instruction to Offerors- Commercial, applies to this acquisition. This acquisition is rated D04. The US Army Tank Automotive and Armaments Command intends to negotiate solely with Focal Point Audio Technologies, LLS, 179 Webster Street, East Boston, MA 02128. The following factors shall be used to evaluate offers: i) technical capability of the supply offered to meet the Government requirement ii) price and iii) delivery time. Offerors are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications- Commercial Items.
