C. Marshall Space Flight Center (MSFC) plans to issue a Request for
Proposal (RFP) for Safety and Mission Assurance (S&MA) Mission
Services. These services include providing the necessary management,
personnel, equipment and supplies (not otherwise provided by the
Government) required to provide mission services associated with the
planning, implementation and direction of safety, reliability,
maintainability and quality assurance (SRM&QA) programs for the MSFC.
The effort includes surveillance of MSFC in-house and contracted
design, manufacturing and testing activities, for both hardware and
software, to assess compliance with NASA/MSFC SRM&QA policies,
requirements and controls. The Conractor selected shall assure that
management assessment information is provided in a timely manner to the
MSFC S&MA Office to support the decision-making process regarding open
problems, hazards and risks pertaining to accomplishing MSFC's
mission. Required tasks shall be performed principally in the MSFC
locale; however, occasional travel to contractor facilities, NASA
Headquarters, and other NASA installations may be required. Further,
the Contractor may be requested to provide personnel stationed at
remote sites to support MSFC S&MA surveillance and inspection. NOTE: It
has been determined that this acquisition involves a significant
potential conflict of interest -- The nature of this potential conflict
is that the S&MA Contractor, acting in a support role to the S&MA
Office, will be a primary source of SRM&QA analyses and will assist
MSFC in the evaluation of performance of MSFC program prime contractors
and major subcontractors -- The S&MA Contractor will develop SRM&QA
plans and procedures; analyze MSFC program contractors' plans,
procedures and practices; and perform assessments of those prime
contractor and major subcontractor plans, procedures and practices to
assure that acceptable SRM&QA requirements exist on all MSFC programs
-- Therefore, the S&MA Contractor will occupy a highly influential and
responsible position and should not be in a position to make decisions
favoring its own capabilities at the prime or major subcontract level
-- In order to impartially execute these tasks, the S&MA Contractor or
its parent, subsidiary, or other affiliated or successor entity shall
not, for the life of this contract, have or obtain a prime contract or
subcontract for the delivery, to MSFC, of flight hardware, software or
mission integration -- Furthermore, the S&MA Contractor shall not, for
the life of this contract, engage any MSFC flight hardware, software or
mission integration program prime contractor or subcontractor as a
subcontractor under this contract. The Government contemplates the
award of either a Cost Plus Award Fee/Incentive Fee (CPAF/IF) or a Cost
Plus Award Fee (CPAF) contract with a one year base period and four
one-year priced options. The provisions and clauses in the RFP are
those in effect through FAC 97-15. TheGovernment does not intend to
acquire a commercial item using FAR Part 12. See Note 26. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 8731 and 1,000, respectively. The DPAS
rating for this procurement is DO-C9. A draft version of the RFP shall
be released for industry comment on or about February 4, 2000, with
comments due back on or about February 11, 2000. The anticipated
release date of RFP 8-1-0-QS-C5853 is on or about March 8, 2000 with an
anticipated proposal due date of on or about April 10, 2000. All
qualified responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
