Security Administration (SSA) plans to issue a solicitation for a
competitive 8(a) acquisition for the operation of a national Folder
Servicing Operation (FSO) facility located in Plains, PA. The FSO is
the national storage facility for storing active Supplemental Security
Income (SSI) title XVI claims folders for approximately 1350 SSA field
offices and other SSA components. The contractor shall furnish all
necessary labor and supervision to perform all FSO functions. The
proposed contract is for a base period of one year with four 1-year
option periods. The contractor shall maintain a government-provided
storage facility designed to accommodate work preparation and staging
areas, with ample space for maintaining in excess of 10 million folders
on an ongoing basis. This storage space is a two-tier master file
facility with offices, two loading docks and processing areas.
Equipment and most supplies will be provided by the Government. The
contractor shall be responsible for receiving, sorting, recording
(electronically) folders/foldered Post Eligibility (PE) material,
destroying and inactivating folders, purifying and maintaining files.
The contractor shall process and mail all recalled file folders to SSA
offices, transport mail and folders to and from local U.S. Postal
Services and annually process inactivation and destruction listings to
remove folders from the FSO. The contractor shall also be responsible
for processing schedules, receipt trends and tracking systems;
maintaining a terminal digit filing system; initiating folder receipt
and clearance action to update the folder system records and the
supplemental security income control system; using a personal computer
and communications software to access the National Archives and
Records Administration (NARA) IBM mainframe in St. Louis, MO.; and
operating the data communications utility telecommunications equipment.
This requirement is being conducted under Federal Acquisition
Regulation (FAR) Part 12, Commercial Items. This requirement has been
set aside 100 percent for 8(a) minority and disadvantaged business
concerns in all stages of development. The applicable Standard
Industrial Classification (SIC) Code is 8744 and the size standard is
$5 million. In order to be considered eligible for award, an offeror
must be an eligible participant in the 8(a) program for the specified
SIC code on the date specified in the solicitation for receipt of
proposals. SSA-RFP-00-0188 will be available on the EPS web page at
www.eps.gov on or about January 28, 2000 with proposals being due 30
days later. All parties interested in submitting a proposal should
download the solicitation from the EPS web page and provide the
contract specialist with their company name, address, contact name, and
telephone number. Any responsible and certified 8(a) source may submit
an offer which will be considered by the agency. Please note that the
solicitation version on the EPS web page will not include some
attachments and those should be requested from the contract specialist.
