R -- OPERATION OF THE ORGAN PROCUREMENT AND TRANSPLANTATION NETWORK (OPTN) SOL HRSA 231-OSP-1(0) POC Lorah Tidwell, Contracting Officer (301) 443-5128 The Health Resources and Services Administration (HRSA) is soliciting proposals from private nonprofit organizations who have expertise in organ procurement and transplantation to operate the national Organ Procurement and Transplantation Network (OPTN). The purpose of the OPTN is to coordinate and improve effectiveness of the nation's organ procurement, distribution, and transplantation systems by increasing the availability of, and access to, donor organs for patients with end-stage organ failure. Key tasks to be performed include 1) establish and maintain a Board of Directors and committees; 2) develop, validate, maintain, and monitor a system to match and allocate organs; 3) collect pre- and post-transplant data; 4) implement and maintain security requirements; 5) establish and maintain a 24-hours/day, 365 days/year Operations center to assist transplant centers, Organ Procurement Organizations (OPOs), and histocompatibility laboratories throughout the U.S. with matching, transporting and sharing organs; 6) develop, monitor and enforce policies; 7) work jointly with the Scientific Registry of Transplant Recipients (SRTR) to prepare an Annual Report of the status of solid organ transplantation in the U.S.; 8) conduct professional and public education; 9) communicate with OPTN members, transplant patients, and the general public about the status of organ donation and transplantation; and 10) establish and maintain a post-transplant tumor registry. All responsible sources may submit a proposal which shall be considered by this Agency. Solicitation HRSA 231-OSP-1(0) will be released on our about February 14, 2000. Offerors will be provided sixty (60) days from release of the solicitation to submit proposals.
