Agency intends to negotiate a contract with Chemical Abstract Services
(CAS) of the American Chemical Society to provide chemical expertise
support in assisting the Office of Pollution Prevention and Toxics
(OPPT) in making chemical identity determinations which are required to
support the implementation of the Premanufacture Notification review
mandated under Section 5(a) of TSCA, as well as the continuing
development/update of the TSCA Chemical Substances Inventory. The
authority for other than full and open competition is 41 U.S.C.
253(c)(1). The period of performance is one year with four one year
options. It is anticipated that the contract will be a fixed rate
contract. Under the proposed contract, the contractor shall be
responsible for providing chemical expertise in assisting EPA in making
chemical identity determinations of the commercial chemicals.
Specifically, the contractor shall uniquely identify each chemical with
the most correct and unambiguous Chemical Abstracts Index Name, and
assign, whenever appropriate, a Chemical Abstract Service (CAS)
Registry Number, as well as other appropriate chemical data including
chemical structures, chemical synonyms, and molecular formula, in
accordance with EPA's established policies and practices of how similar
substances are represented on the TSCA Inventory. The contractor shall
assist EPA in its review of new chemicals by determining whether the
substance under review is chemically identical to a chemical already
listed on the TSCA Chemical Inventory. The contractor shall also be
responsible for the continued development and maintenance of the
Inventory by adding to it newly manufactured chemicals which have been
approved by EPA under Premanufacture Notification review and be
correcting any nomenclature discrepancies when they are identified. See
