is issued for industry review and comment. Industry is encouraged to
respond with questions and comments to any aspect of the draft RFP
and/or the RSS acquisition. Preliminary industry comments are requested
by close of business on 07 Feb 00; final industry comments to the draft
RFP are due by TBD. One-onOne meetings on the draft RFP and the
acquisition is tentatively scheduled to begin on 07 Feb 00 at Nellids
AFB NV. Please review the below identified Internet web site for
additional details, as well as the draft RFP itself. The purpose of the
RSS acquisition is to award a consolidated, competitive, contract for
efficient and effective range support at the Nevada Test and Training
Range (NTTR) NV. This consolidated effort is expected to produce a
contract that provides streamlined Government management and
performance based contracting to achieve: a) better customer support
for the warfighter, b) reduced Government oversight and increased
insight, c) operational efficiencies/synergies, d) cost savings. 1. The
requirement consists of the following functional areas: program
management, civil engineering, logistics, transportation, services,
airfield management, targets, security, and environmental. Offerors are
expected to have a broad working knowledge/skills of range support
service requirements. The anticipated contract type is cost plus award
fee, combined with award term. The it is anticipated that the basic
period of performance will begin, following a transition/phase-in
period, on 01 Apr 2001 for a one year period. This will be followed by
4 one-year options. Using the award-term incentive approach, there
will be opportunities to earn additional option periods, not to exceed
15.5 years total contract length. This acquisition will be
accomplished in a two-phased approach. Please see the draft RFP
Sections L and M for additional details on this approach. The range of
additional requirements to be released in Phase II, could be an
increase of as much as 100% of the requirements, depending on funding
availability. There are national security considerations and security
clearances (personnel and facility) will be required. Information

concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
