DESIGN DOCUMENT AND LITERATURE REVIEW FOR THE DEMONSTRATION EVALUATION OF THE UNIVERSAL SCHOOL BREAKFAST PROGRAM USDA's Food and Nutrition Service (FNS) intends to contract for a demonstration evaluation of the Universal School Breakfast Program. The results of the demonstration evaluation will enable FNS to assess the effects of a universal-free school breakfast program on meal participation and a broad range of student outcomes, including academic achievement, school attendance and tardiness, classroom behavior and attentiveness and dietary status. Performance of this demonstration evaluation will require the use of a specific design document developed by Mathematica Policy Research, Inc. under a previous contract with FNS. This design document and corresponding literature review are being made available to any firm interested in this project. The design document and literature review can be downloaded from the FNS web site at www.fns.usda.gov/fns/ under the heading Research (OANE) -- School Breakfast Pilot Project, or can be obtained directly from FNS by sending an E:mail to Suzanne A. Pastura, Contract Specialist, at suzanne.pastura@fns.usda.gov. Those firms receiving the design document are requested to submit any questions or concerns they may have regarding the design document to Ms. Pastura at the above E:mail address by January 31, 2000. FNS will respond to each of the questions or concerns submitted and provide responses as an attachment to the resultant solicitation, which will be announced in the Commerce Business Daily in February 2000.
