FOR TESTING AND MAINTENANCE OF THE MOUNT RUSHMORE SECURITY SYSTEM This
shall include a 100% inspection and test of all components related to
the security system at least once annually. This system includes a
Security Monitoring and Control System (SMSC) and a Closed Circuit
Television (CCTV). The contractor shall perform adjustment and repair
of the SMCS which includes computer equipment, software updates, signal
transmission equipment, access control equipment, facility interfaces,
and support equipment. The contractor shall perform verification test
of the complete system to assure that it complies with all specified
requirements and functions properly. The contractor shall perform a
least one inspection annually which will include visual checks and
operation tests of the central processor, local processors, monitors,
keyboards, system printers, peripheral equipment, SMCS equipment, power
supplies, and electrical and mechanical controls. The contractor shall
clean system equipment, including interior and exterior surfaces,
perform diagnostics on all equipment, check and calibrate each SMCS
device, run system software and correct diagnosed problems, and resolve
previous outstanding problems. The contractor shall provide a local
factory authorized service organization that shall carry a complete
stock of parts and provide maintenance for these systems. Local
contractor shall be defined as an area in a 100-mile radius of this
installation. All servicing personnel shall be qualified to accomplish
all work promptly and satisfactorily, and have successfully completed
the appropriate level of both hardware and software training offered
by the system manufacturer. The owner shall initiate service calls when
the SMCS is not functioning properly. Qualified personnel shall be
available to provide service to the complete SMCS during normal working
hours (Monday through Friday, 8am to 5 p.m. excluding holidays). The
owner shall be provided with the telephone number where the
contractor's service supervisor can be reached at all times. Service
personnel shall be at the site within four (4) hours after receiving a
request for service. The SMCS shall be restored to proper operating
condition after one (1) calendar day. This procurement is being
completed as a "Best Value Procurement" and all bidders shall complete
an "Experience Questionnaire" to determine the Best Value for the
Government according to Experience, Past Performance and Price. This is
