This is a combined synopsis/solicitation for commercial items prepared
according to the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation to be issued. Offers are being
requested and there will beno other written solicitation issued.
Responses should reference Request for Proposal No. DADA10-00-R-0011.
This synopsis/solicitation document incorporates the provisions and
clauses that are in effect through Federal Acquisition Circular 97-02.
This is a 100% Total Small Business Set-Aside. The recommended
Standard Industrial Classification Code (SIC) for this procurement is
4214 with a corresponding size standard of $18.5-million. Firms
responding should indicate whether or not they are small business,
small women-owned business, small disadvantaged business, or 8(a)
business, according to the referenced SIC Code. The contract type will
be a firm fixed price non-personal services contract. The government
requires a highly capable contractor with project management experience
is required to support the removal of medical equipment and selected
furniture and furnishings from the old Womack Army Medical Center and
the Medical Center Annex Building. Specialized experience moving
medical facilities and equipment is essential for completion of the
contractor requirements. The contractor shall furnish all management,
personnel, equipment, supplies and materials required to move the
reclaimed equipment from the old Womack Army Medical Center, the
Medical Center Annex, and eight modular building locations. Square
footage as follows: Old Womack AMC, 498,000 square feet; Medical Center
Annex, 27,478 square feet; Allergy /Dermatology, 4,900 square feet;
Physical Exam, 4,900 square feet; EFMP Clinic, 3,000 square feet;
Social Work Services, 3,360 square feet; Early Intervention Services,
9,570 square feet (2 buildings); CHCS Conference Room, 3,945 square
feet; and, Facility Management, 2,132 square feet. The contractor shall
begin the reclamation moves within 4 days after the general relocation
move begins, 22 February 2000, and shall be completed by 19 April
2000. The contractor shall disassemble, load, truck to a specified
location, reassemble (if required) consolidate, and inventory all
reclaimed medical equipment and selected furniture and furnishings.
Only one time, from it's current location (any of the buildings
provided in the SOW) to the temporary storage location. No assembly
required by the contractor; disassembly to be equipment specific,
meaning the vendor may elect to (or have to) disassemble equipment in
order to move it. Potential vendors will have to determine which
equipment may require disassembly during the site visit and incorporate
this into their proposal. The contractor shall provide an off-post
storage facility, approximately 25,000 square feet, to include
handling-in, proper storage, daily accessibility, handling-out and
delivery to specified locations. Storage option is required for six
months from the date the equipment is placed into the vendor provided
storage location. All equipment must be moved from the old facilities
by 15 April 2000. Specific Tasks: The contractor shall meet with the
Property Book Team and perform a joint inventory of all equipment and
furniture/furnishings to be removed from the old facility, Equipment
shall be identified with an inventory tag and then moved from it's
current location to either a warehouse specified by the Property Book
Team Leader, or to the mover's off-post warehouse. Once delivered, the
contractor shall consolidate medical and non-medical equipment and
furnishings by type and provide for proper storage for the equipment
until equipment can be disposed of. Packing and padding must be
adequate to protect/safeguard equipment and furnishings from damage
during transport. Contractor shall use shrink-wrap to protect and
consolidate the equipment. Contractor shall disassemble equipment and
furnishings if necessary for safe and efficient transportation.
Contractor shall reassemble equipment only at the direction of the COR
or Chief, Biomedical Maintenance. Contractor's off-post warehouse
facility shall adequately provide for the safety and security of all
items stored in it. Additionally, the warehouse shall provide adequate
lighting to allow for easy identificationof the equipment stored
within it. The contractor shall provide a key or combination for
Government access to the warehouse daily (Mon-Fri) and weekends, if
required. Hours of access are 0800 -- 1700 unless otherwise requested
by the COR. Equipment/Furnishings to be Moved: (1) Exact numbers and
types of equipment to be moved during the reclamation is unknown at
this time. Therefore, the contractor is requested to bid as a lot price
rather than on each individual item or area. It is anticipated that the
majority of the furniture and non-medical equipment will be left in
place and inherited by the gaining activity. (2) Some examples of the
equipment to be moved are: a. Hospital Beds and Bedroom furniture; b.
IV poles, Mayo Stands; c. Stainless Steel medical cabinets; d.
Monitoring Equipment; e. Surgical tables; f. Exam room equipment and
furniture; g. Computers and peripherals; h. Laboratory equipment; i.
Metal shelving Units (stationary and rolling); j. Misc. carts; k.
Modular furniture; g. Chairs, tables,waiting room furniture; d.
Reclamation Time Period; (1) Contractor is required to begin
reclamation efforts in accordance with the general move schedule for
the new facility. Equipment must be removed from the scheduled activity
within 36 hours of that activity's relocation to the new hospital (this
contractor will essentially follow the established move schedule).
Actual dates and times will be provided to potential bidders during the
site visit. The contractor is required to complete the removal of
equipment within 8 hours (from start to finish) for large activities
and 4 hours for small activities. Requirement for priority services is
not expected. The facilities will be available 7 days per week from
0730 to 2200 as required to ensure all equipment is moved out before 19
April 2000. Equipment will be moved to one of the following locations
as determined by the Chief, Property Management, Womack AMC: On Post
Locations: Bldgs 8-3242 or 8-3246 -- approximately 1 mile from old
Womack. Off Post Location: TOC Warehouse, Wellons Plaza, Bragg Blvd.
Spring Lake, NC -- Approx. 3 miles from old Womack. Other Off post
location will be provided by the successful contractor. All reclamation
efforts must be culminated within the required performance period. (2)
Maintenance of the off-post storage facility is required for six
months from the date of the first reclamation move. Additional months
shall be optional at the government's request. Applicants shall be
rated and ranked by the following criteria: a) Qualifications of Key
Personnel; b) Past Performance; c) Quality Control Plan; d) Cost and
Price. Services are required beginning on or about 22 Feb 00. The

A combined Site Visit and Pre-proposal Conference will be held at Fort
Bragg, North Carolina on 24 Jan 00, starting at 09:00 A.M. (EST) at the
Fort Bragg Transition Office, Bldg 4, 2817 Reilly Road, Fort Bragg, NC
28307. Only offerors attending the pre-proposal conference may submit
an offer. Offers are due on February 4, 2000 at 12:00pm CST. Request
