award(s) of multiple indefinite quantity Task Order Contract(s) which
shall provide for the accomplishment of individual orders of various
construction projects, including design/build projects, for customers
of the Naval Facilities Engineering Command, Engineering Field Activity
Chesapeake, mostly in the Washington DC, Virginia, and Maryland areas.
For this procurement, it has been determined that competition will be
limited to those small business certified 8(a) firms serviced by the
Washington DC, Baltimore Maryland, and Richmond Virginia district
offices, and or with an office located in these district office areas.
All other firms are deemed inelibible to submit offers. The Standard
Industrial Classification (SIC) code is 1542. Awards will be made
considering the evaluation criteria of past performance, cost/price,
and a technical/management proposal addressing relevant experience,
management plan (on/off site), subcontractor management capabilities,
and financial/bonding capabilities. A minimum of $25,000 is guaranteed
to each awardee. The scope of orders under the contract(s) is between
$25,000 and $1 million. The basic contract period shall be twelve
months at a not-to-exceed amount of $10 million. The contract will
contain four options for a total not to exceed 60 months. The maximum
allowable work to be ordered under each twelve-month period is $10
million for a total not-to-exceed $50 million. This is a competitive
negotiation requring the submission of technical proposals. The
solicitation will be issued on or about 28 January 2000. The date
scheduled for receipt of proposals is on or about 29 February 2000. The
date and location of the preproposal conference will be identified in
the solicitation package. This is an Internet only solicitation and all
