(NAWCWD), China Lake, CA intends to conduct negotiations on an
other-than-competitive basis with SEI, Asheville, NC for Basic Air
Force Thin-Pack Parachute (TPP) System Development and Improvement
Support. The order will be issued under Basic Ordering Agreement
N68936-00-G-0001 with SEI. Proposed Order type: Cost Plus Fixed Fee.
Duration Period of Order -- From date of Order award through September
2002. This is a continuation of the on-going support provided under a
previous contract. The scope of this order includes 1) design
documentation, 2) design verification, 3) producibility, production
process verification, assembly prototype fabrication, 4) fabrication of
system prototypes, 5) design and project review support, 6) manufacture
and modification of test assets (including systems, assemblies, and
components), 7) test and evaluation support (including resealing of
sealed assemblies), 8) identification and analysis of potential design
improvements, 9) design improvement implementation, 10) maintenance of
the Basic Air Force Thin-Pack Parachute System Drawing Package, 11)
project management and planning support, and 12) Technical Order source
data preparation for the Basic Air Force TPP System. SEI is currently
the only source for support relating to the TPP Product Line. They are
the only source currently producing this Crew Back Pack Assembly
incorporating the use of this Thin-Pack/ Lightweight Environmentally
Sealed Parachute Assembly (LESPA) technology. No other source has SEI's
unique knowledge and expertise in the Thin-Pack Parachute technology.
In addition, the TPP P-3 Aircraft Parachute System drawing package, on
which the Basic Air Force TPP System is based, has proprietary
markings making design information unreleasable. The Solicitation will
