Engineering Command Contracts Office (NAVFACCO)is issuing this sources
sought synopsis for the production and support of the Joint Modular
Lighter System (JMLS). The JMLS production program is expected to be in
excess of $600 M. In addition, the program expects to include a
significant support option. The JMLS Program Office is encouraging all
potentially interested contractors to participate in an Industry Day
designed to introduce the JMLS system to potential industry sources. An
unclassified Industry Day will be held on January 31st, 2000. The
morning session will be held in the Conference Center, Building 3430,
at Little Creek Naval Amphibious Base (NAB), Norfolk, Virginia. The
session will begin at 9 AM with the JMLS Introductory Briefing. This
presentation will include information on JMLS background, current
status and plans for the upcoming procurement. The afternoon session,
beginning at 1:30, will consist of a tour of the prototype hardware and
will be conducted at the Naval Station Norfolk small craft basin,
located approximately 15 miles from Little Creek NAB. Contractors
interested in either session must provide name, company, organization

Maps to the Little Creek Conference Center and the Naval Station
Norfolk will be posted on the web site indicated below. Contractors
will be responsible for their own transportation between Little Creek
NAB and Naval Station Norfolk. Contractors are asked to limit
participation in Industry Day to no more than 3 people per company.
Following the one day industry wide forum, the JMLS Program Office is
encouraging individual one-on-one meetings with potential sources. One
hour appointments are awailable for potential contractors to meet
individually with the JMLS Program Team. These appointments will be
held in the Little Creek Conference Center on February 1st and 2nd.

703-933-6643 to schedule an initial appointment. The JMLS Program
Office asks that contractors be prepared to present introductory
information on their corporate capabilities and experience; to discuss
their initial assessment of their production capacity vs. the expected
JMLS production rate requirements; and to discuss their ideas on the
feasibility of the Government's desired strategy for full contractor
support following the production phase. The Conference Center will
provide audiovisual equipment including VCR, computer hook-ups and
overhead projectors. Follow-up sessions will be scheduled as
necesssary. Background and planning information on the JMLS program
will be posted at http://esol.navfac.navy.mil prior to the conference.
The web site will contain top level assembly drawings, annual
production/requirements estimates, preliminary performance
specification, draft ORD and JMLS configurations. The JointModular
Lighter System will support Joint Logistics Over the Shore (JLOTS)
operations in Sea State 3 (SS3) conditions. JMLS is a modular system
consisting of six different module types that can be assembled to form
the following five basic operational subsystems: Warping Tug (WT),
Causeway Ferry (CF), Floating Causeway (FC), Roll-On/Roll-Off Discharge
Facility (RRDF), and Air Cushioned Vehicle Landing Platform (ACVLAP).
The JMLS program was initiated as an Advanced Concept Technology
Demonstration program in March 1998. Three contractors were selected to
develop conceptual or preliminary design, life-cycle cost predictions
and management plans. In September 1998, CDI Marine, Inc. was selected
from the original three contractors to finalize the design, fabricate
prototype modules and test and demonstrate the system. The US Joint
Forces Command, the JMLS Operational Manager, will begin its integrated
Military Utility Assessment (MUA) of the JMLS system in March 2000 and
complete its assessment in July 2000. Assuming a successful MUA, a
full OPEVAL of the JMLS system will be scheduled the following year. A
joint acquisition program is planned for the Army/Navy to procure the
JMLS system. Current inventory plans envision a roughly $600 M
production program from FY01 through FY05. The JMLS Program Office is
also considering the feasibility of including a support option for the
fielded systems. This invitation to participate in the Industry Day
Conference does not constitute a request for proposal. The information
presented herein will not obligate the Government in any manner. The

with participation and is under no obligation to award any related
