IBS Industry Day Conference invitation/announcement prepared by the
Intelligence, Surveillance & Reconnaissance Integration Systems Program
Office for procurement of the Integrated Broadcast Service (IBS). This
is an invitation to participate in this conference and does not
constitute either an invitation for bid or a request for proposal. The
Government plans to conduct an Industry Day on 27 January 2000 to be
followed by one-on-one discussions with interested prime and
subcontractor teams. The Government will provide (at the Industry Day)
one information package per contractor, which will include the agenda,
local information, ESC information, program briefings (hard copy) and
a compact disc of all program information to be released. Those
contractors found to be as highly competitive in the November IBS
Sources Sought Synopsis evaluation are encouraged to participate as
prime contractors in this effort. Contractors who wish to participate
in the IBS Program are encouraged to team with the contractors that
were determined to be highly competitive to maximize the effectiveness
of the communications during the event. Attendees must notify the
program office by 3:00 PM (Eastern Time), 20 January 2000 (contact
information below) of their intent to attend and if they request a
one-on-one meeting after the briefings. Further information regarding

01731; Attention Security Office. POC for the meeting is Phil
Cunningham. Purpose of the meeting is to attend the IBS Industry Day,
January 27th through 29th. In addition to the POC, provide all the
following information on the visit request: Full Name; Company; Date of
Birth; Place of Birth; Level of clearance; Date of clearance; who
granted clearance; Citizenship. In addition to being mailed to MITRE,
a copy of all visit requests are to be faxed to Ms Savard at (781)
271-5506. The Government will not reimburse the attendees for any costs
associated with the participation of this Industry Day. The following
information is provided for planning purposes. A draft request for
proposal is tentatively scheduled to be released on the HERBB (http:
www.herbb.hanscom.af.mil) mid February 2000. The proposed IBS
acquisition will consist of two Phases. The first Phase will be a full
and open competition with firm fixed-price multiple award contracts
(approximately $2M each). The purpose of the Phase I effort is to
reduce the risk associated with the completion of the Phase 2
development program. This process will involve a close partnering
between each contractor and the Government program office to insure a
thorough understanding of all of the requirements and constraints
associated with the IBS system. There will be specific deliverables
resulting from Phase one such as (a) an overall systems architecture
approach; (b) an integrated modeling and simulation approach; (c) an
approach for integration with and transition of existing legacy systems
to the objective IBS architecture and (d) descriptions of how to
achieve specific technological needs for the program; such as message
correlation, global track management and how to minimize degradation to
existing legacy systems, which will be defined in the Request for
Proposals (RFP). It is the Government's intent to make available to all
participants the non-proprietary results of the first Phase efforts in
the second Phase full and open competition. Industry should note that
proprietary information will be protected in accordance with public
law and DoD policy. The second Phase will consist of a full and open
competition single award of a Cost Plus Award Fee (CPAF) contract to
develop and field the IBS system. An Acquisition Ombudsman, Colonel
Steven H. Sheldon, Director, Commander's Staff, has been appointed to
hear concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
