E-MAIL: Mary E. McKaig, Mary.E.McKaig.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase of parts listed in the document uploaded with this synopsis. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from ILC Dover, Inc., of Frederica, DE. The items being ordered are for use in the technology development program of the Inflatable Shield in Space (ISIS) and Next Generation Space Telescope (NGST) projects. The pieces to be manufactured are very specific in nature and must be perfectly compatible with other hardware that ILC Dover is producing under a separate contract for ISIS. ILC Dover is the only company that has built this type of hardware before and only they know the intimate details of the interfacing with the other hardware. Another factor in consideration is schedule. Although it is not space flight hardware, this work is in the critical path of the ISIS mission, and must be completed as soon as possible. To request a company other thanILC Dover to produce this hardware, just to then forward it to ILC Dover for integration upon completion, would be extremely inefficient from both a cost and, more importantly, schedule standpoint. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, February 4, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
