synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB060022 is issued as
a Request for Quotation (RFQ) using Simplified Acquisition Procedures.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-15. The
Standard Industrial Classification (SIC) code is 3491. This action is
unrestricted. This is a brand name or equal. Brand name or equal
description is intended to be descriptive, but not restrictive and is
to indicate the quality and characteristic of products that will be
considered satisfactory to meet the agency requirement. The National
Institute of Standards & Technology (NIST) intends to obtain a Double
Tilt 360 Degrees Rotation Holder. The Contract Line Item Number (CLIN),
quantities, and unit of issues are as follows: CLIN 0001, 1 each Double
Tilt 360 Degrees Rotation, manual mode sample holder for Transmission
Electron Microscope (TEM). CLIN 0002 1 lot One (1) set of Manuals CLIN
0003 12 Month Warranty on all parts and labor. The Government requires
the holder to have both double tilt and 360 degrees rotation
capability. The combination of such capabilities in one holder shall
allow any specific linear feature of interest within range of the
double tilt axes to be oriented parallel to the x-axis of the
microscope stage. In this alignment of a linear feature, removal of the
sample from the TEM to adjust the sample orientation shall not be
necessary. The holder shall be used to orient samples in the
Transmission Electron Microscope (TEM). The sample holder shall be used
to orient planar features in 3-mm samples along the x-axis of the
microscope stage. The holder shall be used for manipulation and
crystallographic characterization of nanoparticles. The Government also
requires the following specifications; (a) 360 degrees endless
rotation; (b) Beryllium specimen cup and hexrings to minimize the x-ray
background during EDX analysis. (c) Specimen rod stand for specimen
loading under a stereo microscope; (d) Tilt and rotation may be
separately adjusted at any orientation of the specimen cradle. The
description of the TEMs in which sample holder will be used: (a) FEI
CM30 TEM twin or supertwin lens pole piece; (b) EDS detector at 90
degrees from sample holder rod axis (towards back of TEM; (c) FEI CM300
FEG TEM with compustage and supertwin lens; (d) EDS detector at 90
degrees from sample holder rod axis (towards back of TEM). Model 925
Double tilt Rotation Holder specifications are as follows: a) Designed
to tilt and rotate 3mm samples to display planar features, such as
semiconductor interfaces, and simplify stereological studies of
crystalline materials; b) The cradle has a continuous manual rotation
in both in both directions of 360 degrees; c) The cradle may be tilted
manually plus/minor 25 degrees; d) Tilt and rotation may be separately
adjusted at any orientation of the specimen cradle; e) Beryllium
specimen cup and Hexrings are provided to minimize the x-ray background
during EDX analysis; f) The Basic Instrument includes two beryllium
Hexrings, two beryllium anti-twist washers, one Hexring tool, one
loading jig assembly and a specimen rod stand to facilitate specimen
loading under stereo microscope; g) Tilt ranges of specimen holders
vary according to manufacturer, model, polepiece gap, and the presence
of in-gap accessories of the TEM used. Required delivery within 60
days from contract award. FAR 52.247-34 FOB Destination, Delivery
location is National Institute of Standards and Technology, 100 Bureau
Drive, Building 301, Shipping & Receiving, Gaithersburg, MD,
20899-0001. The provision at FAR 52-212-1, Instructions to Offerors --
Commercial Items are applicable to this acquisition. The provision at
52.212-2, Evaluation-Commercial Items, applies to this acquisition.
The Government will make award to one offeror. Award will be made to
the offeror whose quote offers the best value to the Government,
technical, price, and other factors considered. The Government will
evaluate information based on the following criteria listed in
descending order of importance with the TECHNICAL FACTORS when combined
are significantly more important than price. 1) Technical capability
factor " Meeting or Exceeding the Requirement," and 2) Past
Performance. Technical capability factor is worth three-fourths of the
total point score. Past Performance factor is worth one-fourth of the
technical points. Technical and Past Performance, when combined, are
significantly more important than price. 1) Meeting or Exceeding the
Requirement. Evaluation of this factor will be based on the information
provided in the technical quotation. Offerors shall include the
manufacturer or brand name, make and model of the products,
manufacturer sales literature or other product literature which
addresses all salient characteristic, which clearly documents that the
offered products meet or exceed the specifications stated above and
meet the needs of the Government in essentially the same manner as the
brand name. Past Performance. Evaluation of this factor will be based
on the references provided IAW FAR 52.212-1(b)(10). (Offerors must
provide a list of at least three (3) references confirming the use of
the holder. The list of references shall include a minimum: The name of
the reference contact person and the company or organization; The
telephone number of the reference contact person; The contract or grant
number; The amount of the contract and the address and the telephone
number of the Contracting Officer if applicable; And the date services
were completed. Offerors shall comply with the provision at FAR
52.212-1(b) and submit 1) Three (3) copies of quotation which addresses
CLIN 0001-0003; 2) three (3) copies of technical description of the
items being offered in sufficient detail toevaluate compliance with the
requirements in this solicitation and a copy of the terms and
conditions of the proposed warranty; 3) Two (2) copies of the most
recent published price list(s); And 4) Two (2) copies of a list of
references. Offerors shall include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications Commercial Items,
which may be downloaded from
