Standards and Technology (NIST) intends to enter into a sole source
purchase order with Cameca Instruments Inc. of 204 Spring Hill Road,
Trumball, CT 06611-1356 for a Post Acceleration Kit as an add-on to the
already installed Cameca IMS-4F Ion Microscope, under the authority of
Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting
from a Single Source. The equipment shall be sent FOB Destination NIST
Gaithersburg, MD. Required delivery time is 5 months from the date of
award. NIST does not require installation. Cameca Instruments Inc. is
the designer and manufacturer of the Ion Mass Spectrometry
equipment-the IMS-4F-currently in use at NIST. The add-on of the Post
Acceleration Kit to the current Ion Mass Spectrometry equipment (Cameca
IMS-4F Ion Microscope) will prove beneficial by boosting the post
acceleration to the secondary ions reaching the first dynode of the
electron multiplier from -10kV to +8kV. This energy gain significantly
improves the ion to electron conversion efficiency of the EM fist
dynode when dealing with heavy species or running the mass spectrometer
at low secondary extraction voltage. (<3kV). It will eliminate the
loss of the electron multiplier performance and will also minimize the
mass dependence of the electron multiplier efficiency. The Cameca Post
Acceleration Kit is the only such item that is compatible with the Ion
Mass Spectrometor 4F currently installed at NIST. Therefore, Cameca
Instruments Inc. is the only source that can fulfill this requirement.
The components of the Post Acceleration Kit shall include: electronic
chassis (133mm height); mechanical parts for electrical isolation of
the electron multiplier; electron multiplier ETP133H to replace the
existing Balzers model; new design of Electron multiplier preamplifier
with fixed dead time. The system shall have post acceleration voltage
adjustable from -10 to +8kV. The system shall have EM yield >80%
for mass species<200 amu at 1kV secondary extraction voltage. The
system shall have computer controlled EM parameters. The system shall
have pulse height distribution measurement capability. The Government
anticipates the award of a firm-fixed price purchase order. A
determination by the Government not to compete this proposed order
based upon responses to this notice is solely within the discretion of
the Government. Written responses to this synopsis shall contain
sufficient documentation to establish a bonafide capability to fulfill
