a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP).
Maintenance on the following MGE Uninterruptible Power Supply (UPS)
Systems for eight (8) months, as follows: 1. Best S/N: 831341; 2. Best
S/N: 831345; 3. IPM S/N 9338606; 4. Best S/N C3K-02576; 5. Best S/N:
681655; 6. IPM S/N 8531216; 7. Best S/N: 556188; 8. Best S/N: 556190;
Note: Best, IPM and Exide Units that are unable to be repaired will be
replaced with comparable MGE units at no additional cost. Premier
Coverage to includes all travel expenses; one (1) scheduled
Preventative Maintenance visit and all materials and labor to keep the
equipment in good operating condition; includes 30-minute (maximum)
call back time; Next business day emergency response, Monday-Friday,
8:00 am -- 5:00 pm; all emergency service; cost based on the customer
purchase of applicable spare parts kit. And spare parts used during the
remedial maintenance period will be at no cost to the customer. Access
to factory technical support during normal business hours,
Monday-Friday, 8:00am -- 5:00pm. 9. Diesel Generator Maintenance
Detroit Diesel 1000 KW generator. 10. Includes two (2) preventative
maintenance visits per year. One (1) 8-hour load test per year. The
Period of Performance for this service will be for a period not less
than one (1) year commencing on or around February 1, 2000 thru
September 30, 2000, with options to extend the Period of Performance
for four (4) additional one-year periods. The provisions and clauses in
the RFQ are those in effect through FAC 97-15. This procurement is a
total small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 8999 and $5.0,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by 4:00 pm est, January 28, 2000, and may be
mailed or faxed to NASA Langley Research Center, Mailstop 126/Laurie
Cole, Hampton, VA 23682, fax number 757.864-9775 and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

award will be made (on an aggregate basis) to the lowest priced,
technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets

provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
