Service-Washington, intends to award a contract on a sole source basis
to Dartmouth College to continue work, begun last year, using an
evolutionary perspective to assess the role of changing technological,
demographic, and environmental factors which have an impact on
military organization, the life cycles of its members, the role
seemingly irrational personal motives in affective practical events,
the nature of the interaction of individual players in the strategic
game, and the outcome of the game itself. The contractor's approach
integrates diverse fields in the life sciences, ranging from behavioral
ecology to cognitive neuroscience, into a theoretical framework for
studying international political, social and military affairs. Findings
in these diverse scientific fields are used to identify and illustrate
factors that might add a new range of tools to the inventory of
strategic and foreign policy analysis (which has served in the past and
the present, but has always been whollyadequate, particularly in
assessing rapdily changing conditions). The project will continue to
utilize neuroscientific research, with consultation with selected
scholars representing key areas of biological research. This is not a
