Chapman, (202) 942-4994 The Securities and Exchange Commission(SEC)
requires a source for news retrieval and stock quotations in support of
enforcement and regulatory activities. The selected source shall
provide retrieval of news not more than ninety (90) days old and as
recent as one to two minutes along with stock quotations that provide
a minimum 15-minute delay on quotes of common stocks with a news alert
feature to indicate an associated story concerning a recall capability
of at least on year. The information will be retrieved on existing
SEC-owned microcomputers. At a minimum, the information shall consist
of business and economic news from such sources as the Dow Jones News
Service Wire and selected stories condensed from the Wall Street
Journal and Barrons. The sources shall be easily searched in such
categories as companies, industries, etc. Further, the service must
include common stock quotations that show preferred stocks, warrants,
corporate and foreign bonds, mutual funds, U.S. Treasury issues and
options. Thehistorical averages shall include daily high, low, close,
and volume available for the last trading year for industrials,
transportation, utilities, and a minimum of sixty-five (65) composite
indexes. The capability shall also be provided to retrieve other
market-related information, i.e., text search, S&P earnings, etc., that
the SEC would deem critical in enhancing the above-described
requirements. The SEC has determined through market surveys and
extensive research in related periodicals and documents that Dow Jones
News Service is the only source capable of meeting the above-stated
SEC requirements. Accordingly, the SEC intends to obtain these services
from Dow Jones News Service, 1400 L St., NW, Suite 460, Washington, DC
20005, through an Interagency Agreement with the Library of Congress
FEDLINK Program for the period of one year. See Note 22. Posted
