Non-personal service to firnish all personnel, equiopment, facilities,
supplies, services and materials for USDI, Bureau of Land Management,
Nevada locations cellular phone service. This requirement will be for
approximately 258 cellular phones and additional phones as required.
The contract period will be for twelve months from date of award. This
is a Sources Sought/ Comments from Industry request only. The
resulting Request for Quotations will be for a commercial item
requirement prepared in accordance with the format in Federal
Acquisition Regulations subpart 12.6, as supplemented with additional
information included in this notice. Standard Industrial Classification
code is 4812. The provisions at F.A.R. 52.212-1 Instructions to
Offerors -- Commercial Items; 52.212-2 Evaluation -- Commercial Items;
52.212-4 Contract Terms and Conditions -- Commercial Items, and
52.212.5 Contract Terms and conditions requjired to implement statutes
or executiveorders -- Commercial Items, apply to this procurement
requirement and have been tailored to add Y2K compliance: Y2K
compliance is mandatoryh, no exceptions. All information technology is
required to be year 2000 compliant. The Government's definition of Y2K
compliant is: with respect to information technology that the
information technology accurately processes date/time data (including,
but not limited to, calculating,comparing, and sequencing from, into,
and between the twentieth and twenty-first centuries, and the years
1999 and 2000 and leap yhear calculations, to the extent that other
information technology, used in combination with the information
technology being acquired, properly exchanges date/time data with it.
Past performance and pricing will be used to make a best value award

QUESTIONS FOR PROSPECTIVE OFFERORS: Coverages, local versus long
distance coverage, information on the geographic areas that are
covered, New Phones: types of phones available, accessories, i.e.,
batteries, cases, car adaptors. Services: Roaming charges included,
options for phones with no roaming charges throughout U.S., ooptions
for phones with no long distance charges throughout U.S., options for
phones with limited coverage, Nevada only, Western states only, analog
or digital service available, individual value-added services
available, i.e., voice mail, text paging, internet access. Existing
phones: Can you transfer current government owned phones to your
system? Are they compatible with other systems? Can you wumarize
cellular phone usage by group of government users? Will you honor the
