USCG intends to enter into Time & Material, Labor-hours Basic Ordering
Agreements (BOAs) for emergency response, removal and disposal of oil
and/or hazardous substance spills from waterways and adjoining
shorelines as specified in the National Contingency Plan, 40 CFR 300,
the Federal Water Pollution Control Act of 1971, as amended, the
Comprehensive Environmental Response Cleanup and Liability Act (CERCLA)
of 1980, as amended, and the Oil Pollution Act (OPA) of 1990. The area
of coverage will be for the United States east of the Rocky Mountains,
Puerto Rico, and the Virgin Islands. INTERESTED PARTIES ARE ADVISED
THAT THIS SOLICITATION PACKAGE WILL BE ISSUED EXCLUSIVELY THRU THE
INTERNET ON OR ABOUT 31 Jan 2000. The solicitation, it's attachments,
and all amendments will be published for viewing and printing at
http://www.uscg.mil/mlclant/Fdiv/fdiv.htm. Prospective offerors must
register on this site to obtain the solicitation. No telephone requests
will be honored. IT IS THE OFFERORS RESPONSIBILITY TO PERIODICALLY
CHECK THE WEB SITE FOR AMENDMENTS TO THE SOLICITATION. In order for
proposals to be considered, interested parties shall submit proof of
insurance for bodily injury of $500,000 per occurrence and $1,000,000
aggregate and property damage of not less than $1,000,000 per
occurrence and $5,000,000 aggregate to the Contracting Officer along
with their proposals. Any correspondence shall reference solicitation
