The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for testing and analysis to better understand chemical ramifications of adhesives and other materials used in support of the manufacture of the MK 125 Warhead for the Standard Missile. NSWCDD intends to award an Indefinite Quantity/Indefinite Delivery type contract on a sole source basis to Polymer Solutions, Inc., 1872 Pratt Drive, Blacksburg, VA 24060. Tasking includes, but is not limited to, Assessing and testing plasticizer-adhesive interactions; developing and implementing theory and test methodology to evaluate the permeability of laminate adhesives to IDP; Aging studies on MK 21 initiators or their subcomponents; surveillance work on IDP migration; initial screening of adhesive material; compatibility assessments and experiments involving differential scanning calorimetry and gas chromatography; experiments involving kinetics and by-products of plasticizer interactions with other materials; associated literature searches and trade-off analyses; and Fourier Transform Infrared Spectroscopy of chemical constituents. The Contractor must have site approval for safe handling and storage of explosives. The Contractor shall provide secure facility and personnel clearances to handle SECRET material. See Note 22.
