intends to negotiate a modification to contract number 0600-96-26960 on
a sole-source basis with Powerware Corporation to remove (4) old
battery racks on the existing Powerware Uninterruptible Power Source
(UPS) and install new battery racks with an acid-absorbing matting
system. Powerware is the current/incumbent contractor providing
maintenance, repairs, testing and cleaning of this UPS equipment
located at SSA's National Computer Center (NCC) in Baltimore, Maryland.
Because of the critical and intrinsic nature of the work to be
performed on this UPS system (e.g., transferring loads from one
subsystem to another by use of the Hot-Tie system, deactivating the
Data-Tracs for the subsystem being worked on, powering down subsystems
modules, de-energizing and securing the output breaker modules for the
sub-system, isolating the battery bank from the subsystem UPS, placing
subsystem modules on equalize charge upon the completion of the
contemplated installation), the Government has determined that only
Powerware factory-certified technicians can perform this work. See note
