Standards and Technology (NIST) intends to enter into a sole source
contract with the Optoelectronic Industry Development Association
(OIDA), 2010 Massachusetts Avenue, Washington, D.C. under the authority
of 41 U.S.C. 253(c)(1) -- Only one responsible source. OIDA will serve
as the United States Broker for the U.S.-Japan Joint Optoelectronics
Project. This procurement requires the expertise of an unbiased and
independent organization to facilitate the availability of novel
prototype optoelectronics materials, devices, circuits, and modules for
computing by providing the users access to leading edge optoelectronic
fabrication facilities. OIDA is uniquely qualified due to its
extensive experience in both business and technical practices related
to the international brokering system and specific business Japanese
business practices. The proposed contract is a follow-on requirement to
NIST Contract No. 50SBNB5C8504. The period of performance for this
requirement is from award of the contract through March 31, 2001, with
one additional 1-year option period. The Government anticipates the
award of a cost-reimbursement (no fee) contract. The proposed
requirement is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. A Request
