The U.S. Department of Labor, Office of Job Corps, has a need for Educational and Vocational Training to be provided at three locations, Arecibo, Barranquitas and Aguadilla (Ramey), on the island of Puerto Rico. Training will consist of basic education and apprenticeship level vocational training for "at-risk" youth (16 -- 24 years of age), within a Federally funded, residential Program. The number of students being trained at these locations are: Arecibo -- 200, Barranquitas -- 260, and Aguadilla (Ramey) -- 335. The Agency seeks to contract with a responsible entity, capable of providing Educational and Vocational training. This entity should also be able to provide low-cost residential facilities in, or around, Arecibo, Barranquitas and Aguadilla (Ramey). These facilities should be able to sustain capacities of 200, 260 and 335 students, respectively. The contract for these Educational/Vocational services will run independently but in conjunction with another contract which will be separately held responsible for the administration and residential services provided to the youth at the specified locations. The proposed contract action is for services which the Government intends to solicit and negotiate with one source, the Commonwealth of Puerto Rico, Future Entrepreneurs & Workers Training Administration, under authority of FAR 6.302. Interested parties may identify their interest and capabilities to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five (45) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
