5th Space Operations Squadron (5 SOPS) of the 50th Space Wing at
Onizuka AS (OAS), CA has a requirement for initial cadre training to
support the NASA/Booster mission transfer from 5 SOPS to 6 SOPS.
Required instruction will consist of structured lecture, on-the-job
position training, supervised over-the-shoulder console operations and
other innovative training techniques as necessary for effective
instruction as applicable to support launch, launch and early orbit,
and on-orbit operations. Topics shall include but are not limited to:
Command and control operations; operations of Common User Equipment
(CUE) and Mission Unique Equipment (MUE) at Onizuka AS and Remote
Tracking Stations; and agency interaction, both internal and external
to the 50th Space Wing. Training will be conducted at Onizuka Air
Station, CA. The contractor shall conduct formal classroom training and
structured on-the-job training (OJT) between Oct 00 and Mar 01 for
approximately nine (9) personnel currently assigned to 6 SOPS. OJT
takes place during actual NASA and booster mission activity conducted
in 5 SOPS. This training function requires close interaction with Wing
Communications and Maintenance contract computer operators, Space
Operations and Maintenance contractor mission control team members, and
OAS Communication System Resources. The contemplated period of
performance for this effort is May 00 through Sep 01. The contractor
should possess sufficient experience in command and control segment
operations, knowledge of current operations protocol and procedures for
these missions, current experience conducting AFSCN bent-pipe
operations from OAS in support of NASA (STS, NOAA, GOES and TDRS) and
AF boosters (e.g., Delta II/III, Athena, Titan II, etc.). The
contractor should possess the capability to provide over-the-shoulder
training during actual launch support operations from OAS. The
contractor should also be able to obtain a Secret Clearance and
authorized access to the OAS Space Operations Center. A thorough
understandingof the AFSCN, NASA's command and control network, and
familiarity with OAS and 5 SOPS procedures is required. Responses to
this synopsis will be used for a market survey analysis to determine
whether the contemplated acquisition will be conducted as an 8(a)
competition, small business set aside, or conducted under full and open
competition procedures. (See Numbered Notes 22 and 25.) In order to be
considered in this market survey, responses are required not later
than 5 May 00. All responsible sources may submit a qualification
statement for evaluation by the Government. No entitlement to payment
of direct or indirect costs or charges by the Government will arise as
a result of the submission of contractors' information. The Government
shall not be liable for or suffer any consequential damages for any
proprietary information not properly identified. Proprietary
information will be safeguarded in accordance with applicable
