The Department of the Treasury, Community Development Financial
Institutions Fund, has a requirement for the rental of lodging rooms
and conference facilities for the period of March 19 -- 23, 2000. The
requirement is for the rental of sixty (60) lodging rooms (3/19/2000 _
3/23/2000); continental breakfast (90 people @ 4 days on 3/20/2000 _
3/23/2000); afternoon snack break (3/20/2000 _ 3/23/2000); buffet style
lunch (90 people @ 1 day) to be served on March 20, 2000. The Treasury
requires conference rooms in which to hold a general session meeting
and breakout rooms to hold small reader meetings for the period of
March 20, 2000 through March 23, 2000. The configuration can be such
that we have one large general session room that accommodates 90 people
at round tables (or classroom style) and fourteen small breakout rooms
or suites to accommodate 3 people each at a large round table. The
Treasury will also consider a configuration of one large general
session room that accommodates 90 people at round tables (or classroom
style) and seven (7) smaller meeting rooms that can accommodate 6
people at two large round meeting tables. The Treasury will consider
proposed variations in the break out room and large general session
room configuration through out the meeting period. The large conference
room shall be set up by 8:00am on March 20, 2000. The large conference
room shall be equipped with a podium and a microphone and one wireless
microphone to handle audience questions. The large conference room
shall have a screen and LCD projector to accommodate a laptop and
PowerPoint presentation on March 20, 2000. Conference space shall be
available from March 20-23, 2000 on a 24-hour basis to accommodate
required office supplies and equipment needed for the conference. The
Treasury will host a brief reception in the large general session room
from 6:00-7:30 on March 20, 2000. The Treasury will require heavy hors
d_oeuvres and a cash bar for 80 people. The hotel/conference facility
must be located within a 5 block radius of the Treasury Department,
CDFI Program Office located at 601 13th Street, N.W., Washington, D.C.
20005 or within easy walking distance of the Metro. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotations are being
requested and a written solicitation will not be issued. This
solicitation is issued as a request for quotations (RFQ), number
RFQ-00-002. The solicitation document and incorporated provisions are
those in effect through Federal Acquisition Circular 97-03. This action
is unrestricted. The Standard Industrial Code (SIC) code is 7011. The
small business size standard is $5 Million. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforms to the solicitation and is the most
advantageous to the Government, price and other factors considered
under authority of FAR clause 52.212-2 Evaluation-Commercial Items (JAN
99). Evaluation will include the quality and location of facilities as
well as past performance. The offeror shall submit a list of 5 similar
activities conducted from January 3, 1998 through January 2, 2000 with
names and numbers who may be contacted. Quality, location of
facilities and past performance, when combined, are of greater
importance than cost or price. The Government will perform a site visit
of the facility prior to award of the purchase order to evaluate the
overall quality of the facility and location. Offerors shall comply
with the provision at FAR 52.212-1, Instructions to Offerors-Commercial
Items (NOV 99) and submit a sufficient description of the items being
offered in order to evaluate compliance with the requirements in this
solicitation. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items (MAY 99), applies to this acquisition. Also
the clause at 52.212-5, Contract Terms & Conditions required to
implement Statutes or Executive Orders-Commercial Items (MAY 99),
applies to this acquisition, including paragraph B, subparagraphs (6)
52.22226, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, and
paragraph C, subparagraphs (1) 52.222-41 and (2) 52.222-42. Offers are
due by 1-25-2000 @ 2PM and must include a copy of the provisions at
52.212-3, Offeror Representations and Certifications-Commercial Items
(OCT 99) which may be downloaded from http://www.arnet.gov/far. Only
