is unrestricted, SIC 1711, $7.0 million. Estimated cost of construction
is between $1,000,000.00 and $5,000,000.00. Work consists of work
related to installation of steam central heating plant at Fillmore
Elementary School, Mann Elementary School, and Murch Elementary School.
Asbestos abatement, and lead paint abatement work may be required
within the boiler room at the schools. Demolition and installation work
is associated with the requirement to all piping and accessories
relating to the boiler plant operation. New DDC based boiler/burner
management controls will be installed for all new boilers. Construction
substantial completion will be 120 days from receipt of the Notice to
Proceed. Heat, either from the installed boilers or from temporary
means shall be available for the entire school starting 15 October 2000
and continuing until 15 April 2001. Lead abatement and asbestos
abatement work is required to be completed in accordance with the
NESHAP report. Significant major project features of this work include
but are not limited to: a) In general terms, investigating the current
functionality of the heating system to determine how to make the system
functional, safe, and energy efficient; b) Recommending the most timely
and effective approach to achieve full system functionality and safe
and efficient operation; c) Investigating and providing for the
demolition of all mechanical equipment that must be removed to
accomplish the work. Demolition is expected to be required for all
equipment within the boiler room and all steam, condensate and hot
water piping within the boiler room; d) Removal of all debris; e)
Replacing all existing equipment within the boiler room and replacement
of all steam condensate, and hot water piping within the boiler room is
expected to be necessary to provide full functionality. Debt Collection
Improvement Act of 1996, effective March 31, 1998 all contractors must
be registered in the Central Contractor Registration (CCR) to be

proposals will be evaluated on the evaluation criteria as set forth in
the solicitation package. The evaluation criteria may consists of the
following factors: Prime Contractors Experience/Past and present; A/E
Qualifications -- SF254/255; Technical Approach (a) Schedule (b) QC and
Safety (c) Key Personnel (Design and Construction). Large Business
firms are required to submit a Subcontracting Plan with their proposal.
The Subcontracting goals are 65% for small business, 15% for small
disadvantage business, and 8% for women-owned business. Specifications
