76 -- IEE CONFERENCE PROCEEDINGS ORDER PLAN PLUS SOL N66001-00-Q-2255 DUE 020100 POC Purchasing Agent, Ms Chris Lewis Code D212 619 553-7503.Contracting Officer Ms Sylvia Proffit 619 553-3292 The government intends to procure on a sole source basis to the IEEE Service Center the following items: 1 each of IEEE Conference Proceedings Order Plan Plus-POP Plus package to include the core collection of conference proceedings of IEEE meetings held throughtout the world, approx 130 in all; plus 115 specially selected conference proceedings through 12/31/00; and Option #2 IEEE Press books 1 each; and Option #5 IEEE standards 1 each for the same period. This is a combined synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulation, supplemented with information included in this notice. This solicitation incorporates provisions and clauses at FAR 52.213-4 Terms and conditions -- Simplified Acquisitions (Other than Commercial Items) (FEB 1998), and any others that are applicable and in effect through the current Federal acquisition Circular (FAC) and the Defense Acquisition Circular. It is the contractor's responsibility to be familar with all applicable clauses and provisions. NO RFQ will be prepared or made available for distribution. While price will be a significant factor in the evaluation of offers, final contract award will be based on a combination of price and delivery/a determination of responsibility/technically acceptable low bids. Note 22 applies, however, all offers received within 15 days (in lieu of 45 dyas) after date of publication of original synopsis will be considered by the Government.
