This modification 01 to Submission Number 414844 under this Research Announcement is issued to delete any reference made to award a "Section 845 "Prototype" Other Transaction" agreement. We anticipate to award this fuel transfer system requirement as an Other Transaction. The Army is soliciting for the development and demonstration of a one-mile fuel transfer system capable of delivering a minimum of 720,000 gallons of fuel per 20-hour operational day. The U.S. Army Tank-automotive and Armaments Command (TACOM) is seeking interested parties to develop and demonstrate a rapidly installed cross-country fuel transfer system. The fuel transfer system shall have the potential of enhancing or replacing the existing Inland Petroleum Distribution System (IPDS); a 6-inch coupled aluminum pipeline. The fuel transfer system shall be capable of being installed at a minimum rate of 20 miles per day (MPD) and retrieved at a minimum of 10 MPD using less manpower and equipment than what the current IPDS pipeline employs. When the Research Announcement is issued, see paragraphs, 8.1 through 8.3 entitled "Requirements" for further description. This fuel transfer system requirement is being procured on a competitive basis, using an "Other Transaction" Agreement." The ultimate goal of this pending OT procurement is to identify and use new technologies that will replace and or upgrade the Government's existing IPDS inventory. If the results of the OT are promising or favorable, the Government may award another OT(s) for further Research and Development. Currently, the Government is estimating a procurement of 100 miles of fuel conduit during the 2004 through 2008 timeframe. This requirement is subject to change at any time.
