ext. 3092 SF-254's and SF-255's are being requested from firms to
provide professional surveying and mapping services for the SoCal
Province. These forms may be obtained at theGSA forms website located
at http://www.gsa.gov/forms/farnumer.htm or by calling Jennie Comacho,
Procurement Assistant, at 909-884-6634, ext. 3092. Project location
could be in one of several National Forests in Southern California
including the Angeles, Cleveland, Los Padres and San Bernardino
National Forests. Typical types of services to be provided may include,
but are not limited to, cadastral, topographical, geodetic,
photogrammetric, and construction surveys and mapping, along with
survey record research and preparation. In evaluating firms, the
following Evaluation Criteria will be applied, listed in descending
order of importance: (1) Professional qualifications necessary for
satisfactory performance of the required services and shall be licensed
as a Land Surveyor in the State of California; (2) Specialized
experience and technical competence in the type of work required both
by the firm and the professional who will directly supervise the work;
(3) Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location in the general geographical area of
the project and knowledge of the locality of the project, provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; (6) Supervision of
work: How will qualified Professional Land Surveyor assigned to project
directly supervise all field and office work?; (7) The volume of work
previously awarded by the Forest Service will be evaluated with the
objective of effecting an equitable distribution of the contracts among
highly qualified A&E firms, including minority, 8(a), or small
disadvantaged firms that have not had prior Forest Service contracts.
Solicitation will result in an indefinite quantity, indefinite
delivery, firm-fixed price contract with separate awards for locations
one and two. Period for performance will include the base year plus
two option years. The minimum amount will be $2,500 for each contract
period. The maximum will be $300,000 for each contract period.
