Striegel, Contracting Officer, 301/827-7169 The Food and Drug Administration intends to award sole source contracts to state agencies for investigations of tobacco retailers to determine compliance with the Federal Food, Drug and Cosmetic Act (FD&C) and 21 CFR Part 801, "Regulations Restricting the Sale and Distribution of Cigarettes and Smokeless Tobacco to Protect Children and Adolescents" and 21 CFR Part 897 "Cigarettes and Smokeless Tobacco." Only state agencies have the authority and capability necessary to gain access to private commercial establishments in order to conduct regulatory investigations. It is anticipated that the awards will be for performance periods for up to two years. Actual response date and award dates will be dependent upon the individual state. See Note 22.
