International Development (USAID), Bureau for Humanitarian Response
(BHR), Office of Foreign Disaster Assistance (OFDA) intends to
negotiate and award a purchase order on a sole source basis in
accordance with FAR 6.302-1 with Overseas Development Institute (ODI).
ODI will research, write, review, produce and disseminate a report on
"Operational Security Management in Violent Environment". The report
shall be written in both English and French. Since 1998, USAID/BHR/OFDA
has taken advantage of, and participated in the learning environment of
the ODI consortium. The membership is composed of donor,
Non-Governmental Organizations (NGO) and United Nations (UN) agency
personnel committed to improving performance and accountability through
enhanced evaluation and information dissemination. Active Learning
Network on Accountability and Performance (ALNAP) regularly produces
thought pieces and evaluation techniques that are widely disseminated
and utilized within OFDA and holds twice yearly meetings wherein
evaluators and policy makers representing all facets of the
humanitarian relief community are represented. Only One Responsible
Source and Vendor will satisfy Agency Requirements as ODI provides both
"think tank" research and has an active membership that is able to
utilize ODI as a networking base which makes it uniquely qualified to
do the work described herein. This notice of intent is not a request
for competitive proposals. No formal solicitation package is available.
The Government will not be responsible for any cost incurred in
responding to this notice. Award is anticipated within fifteen (15)
