COMMERCE BUSINESS DAILY ISSUE OF JANUARY 20,2000 PSA#2519D -- UPGRADE EXISTING SIEMENS APOGEE SYSTEM 600 The General Services
Administration intents to negotiate a sole source contract under the
authority of FAR 6.302-1 with Siemens Building Technologies Inc.
Services are required in maintaining and upgrading an existing Siemens
Apogee System 600. Requirements are for an Energy Engineer, Project
Manager, Control Technician and a Performance Assurance Engineer to
perform Siemens Apogee Systems 600 Database administration, network
optimization utilizing Siemens Network Performance Diagnostic Tool
(NPDT) and Powers Programming language using Siemens Apogee
Commissioning Tool Software (ACTS). Perform energy advocacy and Powers
programming strategies. Project Management on new construction and
retrofit upgrades. Engineering design, including Apogee System 600 DDC
architecture and Powers programming for control sequence. Project
development and design. Formal Staff Training by certified instructors
and technicians from Siemens Building Technologies with development
program for onsite operations. Apogee System 600 integration, Modular
Building Controllers and Modular Equipment Controller maintenance
installing Firmware 2.X upgrades, Installing Insight Apogee Software
Upgrades 3.2.X and optimization by Siemens factory certified
technicians. Network administration by Windows NT trained technicians.
Apogee Systems 600 migration planning and development. Respond to
mutually identified system alarms, 7 days a week, 24 hours a day. On an
as needed or emergency basis, repair or replace failed components,
provide system support upgrades and enhancements with Apogee System 600
Insight Software upgrades and Modular Building Controller and Modular
Equipment Controller firmware upgrades through the life of this order.
The proposed action is for supplies and services for which the
government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. The government believes that only one
responsible source can provide the supplies/services that will satisfy
the agency requirements. The contractor holds the proprietary
hardware, engineering and software data. This notice is not a request
for quotes but responses received on or before January 19, 2000, 12:00
pm PST will be considered. A determination by the Contracting Officer
not to compete this proposed action based on responses to this notice
is solely within the discretion of the Contracting Officer.
