Contracting Officer, lfermin@cgalaska.uscg.mil. Drill two single steel
piles in Tatitlek Narrows (approximate locations 60-53.6N / 146-43.2W
and 60-51.4N / 146-40.6W). Piles shall be 12-3/4" diameter(PP 12-3/4")
galvanized steel pipe pile. Fabricate one 6' square platform and two
ladder/bracket sets. Government will provide a second platform, which
is 4' square. Install one platform and one ladder/bracket set on each
pile(ladder brackets require field welding). Both locations will
require drilling for pile installation. Work shall not commence prior
to June 1, 2000, and shall be completed within 7 calendar days of
arrival on site. All work shall be completed no later than June 30,
2000. The estimated cost range for this project is between $25,000 and
$100,000. The work required by this solicitation is identified as
Industry Standard 1629 and the applicable size standard is $17.0
million dollars in annual receipts for the past three years. Request
for Quotation packages must be received in this office by close of
business 04 February 2000. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is NOT a small business set-aside. All responsible
sources may submit a quote which shall ne considered by the U.S. Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises; The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables prime
subcontractor to apply for quote, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
$500,000. For further information and applicable forms concerning the
