is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation,
N00164-00-R-0032, is a Request for Proposal (RFP). The solicitation and
specification, will also be available on the Internet at
www.crane.navy.mil. This synopsis/solicitation incorporates provisions
and clauses that are in effect through Federal Acquisition Circular
97-12 and Defense Acquisition Circular 91-13. The Standard Industrial
Classification Code for this procurement is 3679. This acquisition is
for a quantity of one Automated Optical Inspection (AOI) system. The
AOI is used to inspect PWB media for first article and volume
inspection in every application. (Inspection does not pertain to
populated printed circuit boards.) Basic supplied unit shall provide
maximum flexibility for full range PWB production applications, from
commodity to state-of-the-art. Must utilize pixel-to-pixel comparison
technology to assure accurate defect detection at all stages of
manufacturing, despite the complexity and varying geometry inherent in
leading edge PCB design. Must have rapid set-up and automatic data
reference to maximize efficiency of data processing time. Must utilize
near-infrared image capture system to detect defects in the broad
variety of today's copper finishes (see Inspection media) and to be
less susceptible to the effects of oxidation. Shall be able to perform
accurate inspection of PWB media with a minimum 0.005 inch line width
and 0.005 inch line spacing. Inspection media: Etched copper including
reverse-treat and double-treat foil, photoresist over copper diazo, and
silver-halide film. Must be able to detect defects where darker colored
substrates are used such as some polyimid materials. Must be able to
detect process-related defects such as opens, shorts, mouse bites,
pinholes, excess copper, dishdowns, excessive media distortion, and
line-width variation, and CAD-related defects such as missing or extra
features, wrong aperture sizes, step-and-repeat and positional errors
to 0.001 inch minimum. Maximum panel size: 24" x 30". Panel thickness
from 0.004" to 0.250". Maximum inspection area: 22" x 26.5"
Resolution/Speed: 0.5 x 0.5 mil/18 sq. inches per second minimum.
Tooling alignment pins must be adjustable to match the pinning
requirements of any panel size. Defect identification shall be an
automatic process. Screen display for on-line review will show defects
in red or green depending on the type of defect displayed. Defect
identification for off-line review shall be accomplished by inkmarking
by encircling the defect. Ink marking system shall have automatic ink
capping. Customized ASCII reports detailing defects by job, date, or
general summary must be easily generated for viewing or SPC chart
input. Contractor is responsible for shipping the AOI system to Naval
Surface Warfare Center (NSWC) Crane. NSWC Crane will be responsible for
locating the AOI in the designated area assigned by the Printed Circuit
Technology Branch, Code 8086. NSWC Crane will also be responsible for
supplying the appropriate power receptacles required to operate the
system. Minimum warranty for parts and labor shall be 12 months from
time of installation. The Contractor is responsible for system set-up
and operation verification. Contractor is also responsible for the
training of two (2) NSWC Crane personnel in the operation of the AOI.
The Contractor shall conduct all training needed to operate the system
on site at the NSWC Crane. Physical dimensions shall not exceed 45
inches width, 72 inches depth, and 53 inches height. The AOI system
shall not exceed 1,000 pounds in weight. A transformer shall be
included with the AOI unit to accept 100, 115, 200, or 230 VAC input
and shall provide the required output to the AOI. The AOI system shall
operate on 120 VAC, 50/60 Hz, 12 amp peak draw; 9 ampaverage operating
draw; 1018 watts average power consumption. (Values are maximum
allowable.) The operating environment: 60 80o F; 40 60%
(non-condensing) relative humidity. Operator, user, software and
hardware manuals; system schematics and OEM supplied manuals shall be
included. The manuals shall be commercially accepted contractor format.
Delivery is required FOB NSWC Crane within 90 days after contract

the information contained in 52.212-1, Instruction to Offerors --
Commercial Items and must include a completed copy of provision
52.212-3, Offeror Representations and Certifications -- Commercial

Payment Program). The offeror must also provide its Commercial and
Government Entity (CAGE) code, Contractor Establishment Code (DUNS
number) and Tax Identification Number. The contractor will also be
registered with the Central Contractor Registration DataBase(CCR) IAW
DFAR 252.204-7004. NOTE: The provision at FAR 52.212-1 has been
tailored for this procurement. FAR, DFARS, and local clauses that are
added as part of the tailoring of FAR 52.212-1 will not necessarily
follow the format of FAR 12.303. Paragraph (h) is deleted. The
provision at FAR 52.212-2 Evaluation Commercial Items has been tailored
for this procurement. For those proposals considered to have a
reasonable opportunity to be selected for award, the following
evaluation criteria shall be applied on a best value basis: Factor 1
Technical, Factor 2 Price, Factor 3 Past Performance, and Factor 4
Other Price Related Factors. Factor 1 is more important that Factors 2,
3, and 4 individually. Factor 2 is of more importance than Factors 3
and 4 individually. Factors 3 is of more importance than Factor 4.
Written proposals and the above required information must be received
at this office on or before 31 Jan 00 at 2:00 PM Eastern Standard Time.
Facsimile quotes are acceptable. Contract award is anticipated to be
made on the basis of best value to the Government. The Government will
evaluate best value giving consideration to technical, price, past
performance, and other price related factors. Life Cycle Costs will be
considered in evaluation of offerors (for example costs associated
with the support of a laser-based system versus a pixel technology
system, and/or costs associated with the support of a new system versus
a refurbished system). The Government will accept refurbished systems
meeting the Government's technical requirements. The Government will
accept alternative proposals meeting or exceeding the Government's
minimum technical requirements. If quoting other than the salient
characterists listed above, the offeror must provide a technical
description of the item being offered with differences noted. The
Government will also evaluate offerors' performance on previous
Government or commercial contracts for same or similar products. In the
event substantive differences exist among offerors' past performances,
the Government reserves the right to displace lower priced proposals
in favor of an offeror with substantially superior past performance.
The Government requests past performance information for 5 contracts
for the same or similar products. The information requested is prefered
to be recent government contracts, if government contracts are not
available recent commercial contracts may be provided. This procurement
is not set-aside for small business. All responsible offerors may
submit an offer which shall be considered. If a change occurs in this
requirement, only those offerors who respond to this announcement
within the required time frame will be provided any changes/amendments
