This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is for Item 1: Tractor, equal to or greater than the New Holland Biderectional Model TV40 with hazard lights front and back at or below cab height in lieu of beacon lights; provide single lever electronic joystick control. Item 2: Rear Mount Brush Cutter Assembly equal to or greater than the Tiger Sabre Tooth Boom Rotary Mower Model SBR-50C. Item 3: Upgrade standard tires to size 13.4x26.10 PR (LS2) Fixed Rim with minimum of 10 ply. Item 4: Loader equal to or greater than the Front Loading New Holland Model 7614. The loader bucket shall be A Rated Capacity 1-1/8 Yard Utility. Items 3 and 4 will be awarded depending on price and availability of funds. Prices will be FOB Destination delivered to Leavenworth, WA not later than July 1, 2000. The provisions at 52.212-1 Instructions to Offerors -- Commercial Items applies to this acquisition. The SIC Code is 7353. Provisions of 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The following factors shall be used to evaluate offers of equipment that meets the needs of the Government: History of performance of equipment offered, warranty, and price. Offers of equipment meeting the needs of teh Government will be evaluated by combining the merits of the equipment offered, its performance history and waranty, and when combined will be compared to price. Offerors shall provide product literature for each item showing photos and complete listing of model specifications. Warranties shall be at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The warranty shall be a minimum of one year for all parts and labor. Offerors are advised to include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer.
