The Bureau of Reclamation, Denver Office, intends to issue a sole source award to Ionics, Incorporated, Watertown, Massachusetts, for the procurement of Electrodialysis Reversal (EDR) equipment to be used in a water treatment comparison pilot test and other related research studies. The equipment is required to be assembled, tested, and installed by April, 2000. The EDR membranes utilized in the required equipment are proprietary, and it is the government's belief that no other company will fit the needs of the agency. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements and is being conducted using Simplified Acquisition Procedures prescribed at FAR 13.106-2. The government intends to solicit and negotiate with only one source under the authority of FAR 6.106-2(a)(5) and this announcement serves as the only notice of this action. A justification for a sole source acquisition as prescribed has been prepared for this acquisition. Firms that feel that they can provide the above listed requirement must indicate their interest, and provide clear and convincing evidence that they have the ability to provide the above proprietary items, testing, and installation within the critical time frame. This announcement is not a request for quotes and no contract will be made on the basis of quotations received in response to this announcement. There are no solicitation documents available for this requirement, and requests for such will be considered non-responsive.
