B -- EVALUATION OF THE SCHOOL BREAKFAST PROGRAM PILOT PROJECT SOL RFP FNS 00-002SUZ POC Suzanne A. Pastura, Contract Specialist, (703) 305-2991 The U.S. Department of Agriculture, Food and Nutrition Service (FNS) intends to issue a competitive procurement for advisory and assistance services to conduct an evaluation of a Congressionally-mandated 3-year School Breakfast Program Pilot Project. Up to six school districts will make available free breakfasts to all students regardless of their family income in a limited number of schools. The evaluation will rigorously assess the effects of this Universal-free School Breakfast Program on student participation and a broad range of student outcomes including academic achievement, school attendance and tardiness, classroom behavior and attentiveness, and dietary status. Data collection activities will include collection of school administrative records, student achievement and cognitive testing, dietary intake, surveys of students and their parents, surveys of school and food service personnel, and site visits. A base contract will include data collection of baseline information and data from School Year 2000-2001, data analysis and production of an interim report. Data collection in the final two years of the pilot, data analysis and production of a final report will be part of a contract option. The period of performance will be 48 months. The Request for Proposal will be released on or about February 11, 2000.
