89036-0307 M -- PERFORMANCE BASED MANAGEMENT AND OPERATING CONTRACT FOR THE
OFFICE OF CIVILIAN RADIOACTIVE WASTE MANAGEMENT PROGRAM SOL
DE-RP08-00NV12101 DUE 022800 POC Jerri J. Adams, Contracting Officer
(702) 869-2810 E-mail: jerri_adams@ymp.gov WEB: Yucca Mountain Home
Page, Contract Recompetition, http://www.ymp.gov/. The U.S. Department
of Energy (DOE), the Office of Civilian Radioactive Waste Management
(OCRWM) program, is seeking comments on a draft solicitation for a
performance based management and operating (M&O) contract to plan,
manage, and integrate all activities supporting both unique and
non-unique functions for the OCRWM program in the most cost effective
manner. It is anticipated that the draft solicitation will be available
on or about January 31, 2000, and public comments are due to the agency
by February 28, 2000. In order to actively support the government's
initiative to enhance the use of electronic commerce in the federal
acquisition process, the draft solicitation will be available in both
PDF and Microsoft Word 97 formats at the following URL address:
http://www.ymp.gov/, then click on "Contract Recompetition." This
website will be the official distribution medium for this draft
solicitation and interested offerors should frequently check this
website for amendments, notices, changes, questions and answers, or any
other pertinent information relating to this draft solicitation. All
comments and/or questions must be submitted through the website
question section. Answers will be posted thereon by the agency as they
are developed. A separate Commerce Business Daily notice will be
issued to announce when the finalized solicitation will be available on
the above website. It is anticipated that the resulting contract from
the finalized solicitation will be a performance based M&O contract for
a five-year period (plus a three-month transition period) with a
unilateral extension option (soley at the Government's discretion) for
up to an additional five year period. Offerors must be willing to
enter into performance based incentive fee arrangements to assure a
"pay-for-performance" concept is implemented in this contract. By law,
DOE is responsible for the nation's high-level nuclear waste disposal
program. The Nuclear Waste Policy Act of 1982, as amended (NWPA),
established OCRWM within the DOE and assigned OCRWM the responsibility
to develop, construct, and operate a system for spent nuclear fuel and
high-level radioactive waste disposal, including a permanent geologic
repository, and transportation system. OCRWM is headquartered in
Washington, DC. OCRWM carries out its mission through two project-level
business centers -- the Yucca Mountain Site Characterization Office in
Las Vegas, Nevada, and the Waste, Acceptance, Storage, and
Transportation Project at OCRWM headquarters. The OCRWM program
continues to focus on core activities that will precede acceptance and
transportation of spent nuclear fuel from reactor sites to a federal
facility, such as a potential geologic repository at Yucca Mountain,
Nevada. The potential geologic repository is located approximately 100
miles northwest of Las Vegas on unpopulated land that is owned by the
Federal Government. If the site is recommended for development and
subsequently licensed, spent nuclear fuel and high-level radioactive
waste will be transported to Yucca Mountain by truck and/or rail. DOE
is seeking offers to plan, manage, and integrate the complex activities
required in a Nuclear Regulatory Commission (NRC) licensing
environment. Due to the complex nature of siting, developing, and
licensing a repository, the design for the facilities could change
significantly as new technical advancements, cost effective solutions,
and/or new requirements are identified. The value of the contract for
the basic five-year award period (excluding the three-month transition
period) is estimated at $3.1B. Posted 01/19/00 (W-SN417090). (0019) Loren Data Corp. http://www.ld.com (SYN# 0035 20000121\M-0001.SOL)
