This synopsis provides notification of a new requirement of the United States Marshals Service (USMS) to lease, on a long term basis (5 years), a quantity of two turbo jet aircraft with a passenger capacity of 8-19. New or used aircraft are acceptable. It is estimated that each aircraft will be flown approximately twenty hours per week. Aircraft will be leased without crews since the USMS will fly their missions with properly certified USMS pilots/crew. However, contractors will need to provide insurance and will have the option to include engine maintenance costs as part of their proposed price. The aircraft will generally depart and return to USMS sites with flights being both inside and outside of the Continental United States. A multi-year contracting approach will be utilized and offerors may propose to provide one or two aircraft. As a result, it may be necessary to award more than one contract. solicitation MS-00-R-0012 will be issued in Draft form on or about 24 January 2000, with a period of ten days allotted for comments and questions. A Pre-solicitation conference will be held on 08 February 2000 in Oklahoma City, OK, for all interested parties. Details of the pre-solicitation conference will be included in the Draft Request For Proposals (RFP). This notice shall be considered to have fulfilled the synopsis requirements set forth in FAR 5.201.
