The standard Industrial Code for this requirement is 8744. The BOSJOC contract will encompass a broad range of tasks including both construction and services. The contractor will be required to provide all labor, material, equipment, supervision, and management necessary to accomplish Task Orders performing the following work: facilities repairs, maintenance and minor construction; custodial services, grounds maintenance services, refuse removal services, snow removal services, scheduled maintenance of HVAC systems, installation and maintenance of building automations systems (BAS), surveys, and other minor facility support services. Work will be performed in support of 212 Army Reserve Center locations and five (5) Forts, scattered across eight states (MN, WI, IA, NE, IL, IN, OH, and MI). The contractor will be required to staff a project management office at Fort McCoy, WI. Also, various regional offices may be required for negotiation of Task Orders, performance of Quality Control (QA) and manage projects. All service and construction Task Orders will be negotiated based on Unit Price Book(s) (UPBs); once negotiated, Task Orders become FFP orders. Vendors will provide coefficient multipliers in the initial RFP; one set for construction, one set for services. Option year coefficients will be derived by an EPA formula. The BOSJOC contractor will be responsible for performing/managing all negotiated task orders in accordance with the negotiated scope of work and the performance time. Due to the large geographical area of responsibility, successful execution of task orders depends largely on finding local subcontractors, entering into agreements, then managing/monitoring performance -- paying particular attention to quality. The contract period will be for a base and four option years with a yearly minimum of $1 million and a yearly maximum of $8 million; total contract will not exceed $40 million over five years. Historically, $2 -- 6 million has been obligated per year for construction through JOC; orders average about $100,000 each. ONLY FIRMS THAT ARE 8a CERTIFIED should respond to this notice.
