INFORMATION: The U.S. Army Corps of Engineers, Philadelphia District
intends to award an Indefinite Delivery Contract for Comprehensive
Coastal Planning Services to support the Civil Works and Work for
Others missions assigned to the District. The contract shall be for up
to a one (1) 12 month base period with options for two (2) additional
periods not to exceed 12 months each. The maximum task order limit is
$1,000,000.00. The cumulative amount of all task orders shall not
exceed $1,000,000.00 in either the base period or either option period.
The cumulative total for the base and option periods shall not exceed
$3,000,000.00. Option will be awarded based on value first then time at
the discretion of the Contracting Officer. 2. PROJECT INFORMATION: Work
will normally be within the geographic boundaries of the Philadelphia
District, including but not limited to the Delaware River, the Delaware
Bay, their tributaries, and the Atlantic Ocean Coastlines and Bays,
which includes the states of Pennsylvania, New Jersey, New York,
Delaware, Chesapeake and Delaware Canal area of Maryland. Work outside
the above noted areas and the Philadelphia District boundaries may be
required under this contract. All work and design type efforts shall
be in accordance with EM385-1-1 USACOE Safety and Health Requirements
Manual. The selected firm will primarily provide assistance to the
Coastal Planning Section of the Planning Division within the District
by completing planning, engineering, environmental and economic
investigations, analysis, studies, reports, concept, preliminary and
detailed designs, and related efforts pertaining to Corps of Engineers
projects. Work with other groups within the Philadelphia District or
outside the Philadelphia District may be required. The firms will be
used primarily for coastal and estuarine resources planning, coastal
engineering, designs related to the coast, investigations, coastal
analysis and modeling, environmental restoration, and the preparation
of studies and reports. The firms must have available adequate numbers
of professionals experienced in the following fields: Project
management, coastal data acquisition; coastal processes, coastal
engineering, modeling of environmental and coastal circulation models;
environmental planning, environmental testing and analysis and
engineering; habitat evaluation, dredged material disposal; coastal
engineering (with MCACES experience preferred); Geographic Information
Systems (ArcInfo); structural and civil design; computer aided design
and drafting (AutoCADD); plan formulation; hydrology and hydraulics;
economics; benefit to cost analysis, incremental cost analysis; life
cycle cost analysis, and risk and sensitivity analysis; institutional
studies; financial analysis; public involvement; and graphic arts and
report writing. The firm must be familiar with Corps of Engineer
requirements and regulations for the preparation of planning reports
and plans and specifications (with SPECSINTACT experience preferred).
The firms must be able toprovide compatible digital products in disk
and CD ROM formats. 3. SELECTION CRITERIA: Significant evaluation
criteria listed in relative descending order of importance are: (1)
Specialized experience in the above noted areas and familiarity with
Corps procedures and all related regulations and general experience in
the other areas and disciplines noted above, including where
appropriate, experience in energy conservation, pollution prevention,
waste reduction and the use of recovered materials; (2) Professional
qualifications of the staff in the types of work noted; (3) Capacity of
the firm to accomplish multiple task orders within required time and
cost limitations; (4) Past performance on relevant Department of
Defense contracts will be a factor, however, lack of such performance
will not necessarily preclude a firm from consideration; (5) Volume of
DOD contract awards and the dollar amounts for the 12 months preceding
this announcement; (6) Location of the firm with respect to work sites
will be secondary consideration provided that a sufficient number of
qualified firms respond to this announcement; (7) Extent of
participation of SB, SDB, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the estimated effort; (4) SUBMISSION REQUIREMENTS: As a
requirement for negotiations, the selected contractor will submit for
government approval a quality control plan which will be enforced
through the life of the contract. The District reserves the right to
terminate negotiations in which the contractor's response to requests
for proposals or information has not been provided in accordance with
the established schedules. Interested firms having the capabilities to
perform the work must submit one copy of the SF 254 (revised 11/92)
and SF 255 (revised 11/92) for the prime and SF 254 for each
consultant, to the above address not later than the close of business
on the 30th day after the date of this announcement. If the 30th day is
a Saturday,Sunday or Federal Holiday, the deadline is the close of
business of the next business day. Include ACASS number in Block 3B of
