COMMERCE BUSINESS DAILY ISSUE OF JANUARY 24,2000 PSA#2521TECHNICAL SUPPORT FOR THE POLLUTION PREVENTION PROGRAM DESC: The U.S.
Department of Energy's National Energy Technology Laboratory (NETL),
Pittsburgh, PA intends to award a fixed priced purchase order to
WASTREN Inc., Grand Junction, CO to: Scope of Work: (1) Support
Development of Site P2 Plan Guidance; Department of Energy Order 5400.1
requires each DOE site to prepare an organizational assessment of its
waste minimization and pollution prevention program every three years.
Site plan must integrate all waste minimization and pollution
prevention activities at that site, including Federal, State, and local
requirements. EM-23 is charged with issuing guidance to support the DOE
sites in the development of their plans; collecting and reviewing site
plans; and evaluating data against Departmental performance measures
to identify trends and opportunities for precess and productivity
improvements. The Contractor shall assist NETL in supporting EM-23 by
preparing and issuing Site P2 plan guidance. (2) Support Implementation
of Secretarial Goals: On November 12,1999, the Secretary of Energy
issued fourteen "Pollution Prevention and Energy Efficiency Leadership
Goals." In announcing these goals, the Deputy Secretary of Energy
called for the formation of a task force to take actions necessary for
the Department to meet these goals. EM-23 will act as the facilitating
organization for this task force. The Contractor shall assist NETL and
EM-23 in supporting the formation and operation of this task force,
including preparing and issuing a charter, scheduling and facilitating
task force meetings, taking and distributing minutes and other
information, and supporting communication between and among the parent
organizations of task force members. (3) Support Complex-Wide
Functions: The Albuquerque Operations Office serves as the management
lead for coordinating Complex-Wide P2 Projects, one element of the
larger DOE-wide P2 program, which consists of specific projects
performed by a site, or a group of sites, that provide P2 services and
benefits to the DOE complex as a whole. These projects require
frequent and routing transfer of data and information between the
Albuquerque Operations Office and EM-23 and between the Albuquerque
Operations Office and other DOE sites in the form of reports,
conference calls, data calls and responses, and similar activities.
These communication activities will become increasingly critical as
EM-23 and the Albuquerque Operations Office to coordinate their
responses to the new Secretarial goals. The Contractor shall support
communication and information dissemination as requested by EM-23 and
the Albuquerque Operations Office. (4) Support Pollution Prevention
Awards Program Judging and Nomination Submission: As part of an ongoing
effort to encourage process and productivity improvement, high
performance work, and program self-evaluations, EM-23 designs and
manages the DOE Pollution Prevention Awards Program to recognize
accomplishments by DOE employees and contractors in the areas of
pollution prevention, recycling, and related fields. EM-23 is in the
process of issuing a new request for proposal for this annual activity.
However, several key activities must take place in the very near term
in order to meet deadlines established by Executive orders. These
activities must take place before a new site contract could be awarded.
The Contractor shall assist NETL in supporting EM-23 in the formation
and operation of judging teams for the DOE Pollution Prevention Awards
Program. This includes developing and supporting a workshop for
judging teams. The Contractor shall also support the submission of DOE
P2 awards winners to White House program by their deadline. This
purchase order is being issued to WASTERN Inc., because they have
provided the sole primary contractor support during the development of
the first DOE Pollution Prevention Strategic Plan, and has supported
the program since that time. WASTREN Inc., possesses the institutional
knowledge concerning the factors leading to policy decisions reflected
in the content of the original plan, the methods used to implement
those policies, and the impact of those policies on site programs, the
national program, and on waste generation rates. The staff at WASTREN
Inc., is uniquely qualified in the in-depth knowledge of the operation
of HQ and site pollution prevention programs. This request is
considered sole source to WASTREN Inc. Therefore, no solicitation will
result from this announcement. This award shall be made using
